The Association of Specialist Physicians of Santo Tomás Hospital (Amehst) expressed its rejection of the integration of the Ministry of Health (Minsa) and the Social Security Fund (CSS), announced by the Executive, through a public letter. The physicians believe this union could end up bundling problems that have not even been solved separately. In the letter, the physicians state that the money from the Social Security Fund belongs to the insured, not to the Government or the Minsa. Therefore, they demand that the commission reviewing this integration includes real representation from the workers, because, as they repeated time and again, 'the true owners of the Fund are those who contribute.' The guild warned that if the CSS is burdened with providing care for the entire population—including the uninsured—without a clear financial commitment from the State, its coffers could be left more depleted than ever, leaving the system on the brink of a collapse that no one will want to take responsibility for later. The physicians also recalled that neither the Minsa nor the CSS has managed to resolve their internal issues, and that merging two institutions without a diagnosis, without clear responsibilities, and without secured funds could create a monster worse than the one that already exists. They even mentioned the example of Colombia, where the EPS model turned out, in their view, to be an expensive, draining, and inefficient experiment.
