Panama's Health Ministry Recalls Harmful Cleansing Balm

The Ministry of Health (Minsa) ordered this Thursday the immediate withdrawal of the Aquavera Silky Clean Cleansing Balm makeup remover after receiving reports of serious adverse effects. The measure affects all batches available in the country and obliges distributors and importers to remove the product from the market. The decision comes after a report warned of symptoms such as tongue numbness and blurred vision, considered serious events for the health of those who use it. The Cosmetovigilance Section reviewed the product's documentation and detected that the information on the safe use of the balm was insufficient, especially regarding contact with oral and ocular mucous membranes. During the inspection, it was confirmed that the product contains rugosa rose flower oil, an ingredient that, according to European standards, is used as a fragrance, but can cause adverse effects if absorbed through the mouth or eyes. For this reason, Minsa suspended the sanitary registration of the cosmetic through Resolution No. 014, published in the Official Gazette, and ordered the immediate withdrawal of all batches. Authorities recommend that consumers stop using the balm and report any adverse reactions they experience. This case highlights Minsa's active health surveillance and the importance of cosmetic products meeting local standards before reaching the public.
