Debate on Reforms to the CSS in Panama

The second debate on reforms to Law 51 of Social Security in Panama focuses on administration, governance, and health. The deputies seek to improve the situation of the healthcare system and ensure comprehensive care.


The second block of project 163, which reforms Law 51 of 2005 of the Social Security of Panama, has begun its discussion in the second debate in the National Assembly. This stage focuses on administrative, health, and governance aspects. Among the proposals presented is the possibility of implementing a coercive collection system to reinforce collections, as well as the coordination of integral health between the Ministry of Health and the Social Security Fund. Deputy Augusto Palacios and Dr. Crispiano Adames Navarro presented these ideas during the session.

In their interventions, the deputies highlighted the importance of addressing health in an integrated and coordinated manner, recognizing the complexity of the health system. The need to consider a General Health Law that guarantees transparency and accountability in the provision of health services to the insured population was mentioned.

In addition to health aspects, governance and administration of the Social Security Fund, the Investment Fund, and health, as well as the IVM Model, were discussed. The deputies agreed on the importance of humanizing the institution and ensuring equality in care for all citizens. The presence of more than 31,000 officials in the CSS was highlighted, with an emphasis on the need to promote meritocracy and avoid nepotism.

During the session, the director of the CSS, Dino Mon, was questioned about various aspects related to the management of the institution. Mon mentioned the existence of co-governance in the CSS and the renewal of the Board of Directors by more than 90%. Topics such as the implementation of new technological systems, telemedicine, and the digitalization of services to streamline processes and improve resource control were also addressed.

The debate will continue in the coming days, with the participation of various stakeholders from the Executive Branch and deputies from different benches. The discussion will be carried out in a detailed and meticulous manner, considering the length and complexity of the document under review. It is expected to reach agreements that benefit the insured population and strengthen the social security system in the country.
