Panama holds forum on sustainable public-private partnerships

Panama's Minister of the Presidency opened a forum to improve the regulatory framework for public-private partnerships. Ana Julia Carreira stressed the need for financial sustainability, while an IDB representative called PPPs a key tool for infrastructure development.

The Minister of the Presidency, Juan Carlos Orillac, was the opening speaker at the forum "Analyzing the environment for the development of sustainable Public-Private Partnerships in Panama: How to perfect the national framework to drive more and better PPP projects?".

Regarding this regime, Ana Julia Carreira, National Secretary of Public-Private Partnerships of the Ministry of the Presidency, underscored the need to prioritize financially sustainable projects over time, taking into account the budgetary capacity of the public contracting entities.

"Therefore, we are actively working on the dynamization of this regulatory framework, incorporating international best practices and including initiatives that continue to diversify our project portfolio," Carreira pointed out.

Gloria Lugo, representative of the IDB in Panama, reaffirmed the institution's support for the model, recognizing that PPPs are a key tool to close infrastructure gaps, improve the quality of public services, generate employment, and attract quality private investment.

The event, organized by the Inter-American Development Bank (IDB) and held this Wednesday, was designed as a high-level dialogue space between the public and private sectors, with the objective of identifying opportunities to perfect the country's institutional and regulatory framework for Public-Private Partnerships (PPPs).

The conclusions of the forum, driven by the Secretariat of Goals, will serve to draft a roadmap that seeks to strengthen the preparation, financing, and evaluation of future PPP projects in Panama.

On behalf of the President of the Republic, José Raúl Mulino, Minister Orillac congratulated the organizers, highlighting that the event's objectives are fully aligned with the National Government's agenda: promoting private initiative, generating jobs, and improving the population's standard of living.

"Panama is a creative and hardworking people. We work to be a world example, combining economic growth with justice and well-being," Orillac expressed.

And he added: "The government presided over by José Raúl Mulino has always been and will be up to the great challenges. Today, our country enjoys an open, solid, and inclusive economy. The world looks at us as a prosperous, peaceful, and interconnected country, blessed by its wealth and the transparent management of its actions".

It should be noted that the regulatory framework for PPPs in Panama was established through Law 93 of 2019.
