Mulino hits hard again at the Accusatory Penal System

Panama's President José Raúl Mulino accuses the judiciary of excessive leniency in sentencing gang leaders, which he believes endangers public safety.

Mulino hits hard again at the Accusatory Penal System

The President of the Republic, José Raúl Mulino, launched a forceful criticism this Thursday against the Judicial Branch for the 'flexibility' with which some judges are granting house arrest to gang leaders and criminals with an extensive criminal record, despite having firm convictions and being linked to serious crimes such as kidnapping, drug trafficking, and illicit association. Mulino revealed that this week he received an intelligence report with 'three scandalous cases' of leaders of criminal organizations who, despite solid evidence against them and previous sentences, obtained house arrest, a measure that allows them to 'go out to commit crimes and return peacefully to the residence where they are supposedly being punished.' 'Either we all work in the same direction, or we are all going to sink,' the president warned, holding responsible the excess of guarantees with which some justice operators are interpreting the Accusatory Penal System (SPA). 'One thing is to guarantee rights and another is to put public safety at risk,' Mulino highlighted. Mulino announced that he has formally conveyed his concern to the Judicial Branch and hopes that these criteria will be reviewed. 'The battle against drug trafficking and gangs cannot be fought with judges opening the door on the other side,' he concluded.
