The Ministry of Government (Mingob) of Panama has published a list of 484 incarcerated individuals who are candidates for sentence reduction in the coming days, in accordance with the Political Constitution of the Republic of Panama. This list will be published for three consecutive days in a national newspaper. The list includes not only Panamanian citizens but also incarcerated individuals of various nationalities, including Colombian, Venezuelan, Nicaraguan, Jamaican, Mexican, Canadian, and Russian. Among the candidates for sentence reduction is Milena Vallarino de Ferrufino, wife of former Minister Guillermo Ferrufino, who is serving a six-year prison sentence for unjustified enrichment. Previously, Vallarino de Ferrufino had requested a change in her precautionary measure to house arrest, but her request was denied. The Ministry stated that victims may submit written objections to the General Directorate of the Penitentiary System via email: oposicionesdgsp@mingob.gob.pa.
According to Article 184 of the Constitution, it is the power of the President of the Republic to grant pardons, reduce sentences, and grant conditional release, provided that the requirements established in Article 112 of the Penal Code and Article 99 of Executive Decree 393 of July 2005, which regulates the Penitentiary System, are met.
