Serious Irregularities in Use of Public Spaces Identified in Arraiján

During the process of organizing and reclaiming public spaces carried out by the Municipality of Arraiján in the so-called 'roundabout' located in Arraiján head, serious irregularities in the use of these public spaces have been identified. The municipality of this district confirmed this through its Instagram account @lanuevaalcaldiadearraijan. The irregularities were detected during technical, administrative, and legal evaluations conducted among the merchants located in this area. One of the transgressions detected is the illegal subletting of premises in public servitude areas, where monthly fees ranging from 300 to 700 dollars were charged. For this purpose, a single operation notice was used for multiple commercial activities, such as barbershops, beauty salons, and cell phone repair and sales. These practices, according to the Arraiján municipality, constitute an improper use of public assets. Another finding is the existence of taxpayers who maintain debts with the Municipality exceeding 5,000 dollars, corresponding to businesses that were closed but continue to operate under other operation notices, despite being the same person. In addition, the existence of multiple operation notices issued by the Ministry of Commerce and Industry without the required municipal registration was detected, which represents an evasion of local tax obligations, even in activities such as legal offices. The information provided by the Municipality of Arraiján warns that, regarding the premises in public servitude, there is no obligation for indemnification on the part of the municipality. The municipality's information emphasizes that the actions taken have been in strict compliance with the Constitution, national laws, the Administrative Code, and the current mayoral decrees. Regarding the merchants who agreed to vacate voluntarily, they will be prioritized within the transformation project for this zone, whose first stage contemplates an initial investment of 300,000 dollars.
