Panama's Ministry of Health has paused the implementation of new fees for food and hygiene services due to unresolved administrative and technological issues.


Minsa Suspends Collection of New Fees

The Ministry of Health (Minsa) has decided to suspend, for now, the collection of new fees that were to be applied to services related to food and hygiene products. This measure is contemplated in Executive Decree No. 4 of February 5, 2026, but its implementation has been put on hold. The National Directorate of Food Control and Veterinary Surveillance (DNCAVV) explained that the collection has not started because they are still adjusting internal procedures. There are administrative and technological issues that are not yet ready, especially on the Integrated Procedures System platform, which must correctly generate payment orders with the new fees. The problem is not only the procedures system.
