The National Government of Panama has established a new migratory subcategory that grants permanent residency to foreign scientists, researchers, and specialized talent. This is stipulated in Executive Decree No. 6 of the Ministry of Public Security, published in the Official Gazette on March 23, 2026.

This provision is part of the migratory categories under state control and is aimed at individuals who can prove their experience, training, or background in scientific, technological, or innovation areas.

According to the decree, the process will be supported by the National Secretariat of Science, Technology, and Innovation (SENACYT), which will participate in the evaluation of applicants' profiles.

Furthermore, the implementation of a single window is established to centralize and expedite the administrative procedures related to this migratory subcategory.

The document details that applicants must meet the requirements set by the competent authorities, in accordance with current migration laws.
