Tocumen Airport Cleaning Tender Scandal

A major controversy has erupted in Panama over a tender for cleaning Tocumen Airport. The evaluation committee disqualified six of seven bids, leaving only PRO Eiger, sparking strong objections from other participants who have raised serious allegations of wrongdoing.

A major controversy has erupted in Panama over a public tender for the cleaning and maintenance of terminals at Tocumen International Airport. The evaluation committee has disqualified six of the seven bids, leaving only PRO Eiger in the competition. This decision has faced strong objections from the participating companies. Firms such as 'Hombres de Blanco' and the 'Millenium' consortium have stated that the committee submitted its report outside the legally mandated deadline. Furthermore, serious allegations have been made against PRO Eiger. Competitors allege that the company presented two different sets of financial statements for the 2023-2024 fiscal year to two different government entities, AITSA and UMIP. Although both documents cover the year 2023, the figures do not match, raising concerns among the disqualified bidders. They believe this discrepancy compromises the company's financial standing and could pose operational risks. It was also noted that the committee's report contains errors and fails to evaluate essential criteria, such as the capabilities of key management personnel. The 'Millenium' consortium and 'Smart Clean' have stated that the committee's report violates principles of legality, transparency, and equal opportunity. The National Directorate of Public Procurement must now review all these objections.
