Panama's Consumer Protection and Competition Authority (Acodeco) reported that 25 formal complaints were filed against hotels and companies selling vacation packages in the first quarter of 2026.
The authority reminded that all advertising, prices, and terms offered during a sale constitute legally valid evidence in the event of a claim process.
Guide to Avoid Irregularities in Contracting To prevent financial losses when purchasing vacation packages, the authority recommends following strict verification guidelines:
• Contract Examination: It is imperative to read thoroughly and confirm that all service promises are stipulated in writing. • Protection of Financial Data: It is advised not to provide credit cards or banking information unless there is absolute certainty about the transaction. • Research the Provider: Consumers should request references, verify the company's track record, and check other customers' reviews before signing. • Validate Promises: It is necessary to ensure that the seller's verbal offers are reflected in the contract or annexed documents. • Document Management: Keep all technical and promotional documentation related to the contract for possible future disclaimers.
The authority reiterated that, in case of any dissatisfaction or suspicion of irregularities, consumers can turn to Acodeco offices nationwide for technical guidance and to file formal complaints.
During the first quarter of 2026, the entity managed to resolve 14 cases in favor of consumers, recovering B/. 52,143.27 and restoring the assets of those affected by irregularities in the contracting of these service packages. The total value of the claims filed by consumers amounts to B/. 408,554.48.
According to institutional statistics, the main reason for complaints is the inclusion of abusive clauses in contracts (7 cases), followed by lack of information (6) and refund requests (5). Other factors for complaints include breach of contract (3), deficiencies in service provision (3), contract resolution processes (3), and deceptive sales (1).
Acodeco emphasized that, in the marketing of these benefits—which often include promotional bonuses or discounts on stays—it is essential for the user to carefully analyze the conditions.
