The Ministry of Housing and Territorial Planning (Miviot) stated the need to adopt new management mechanisms to address contemporary urban challenges. This was announced within the framework of the Partnership Forum for Habitat. The event, held at the University of Panama, emphasized that strategic planning is the fundamental tool to correct uncontrolled growth and ensure sustainable territorial development. The Vice Minister of Territorial Planning, Frank Osorio, who participated representing the institution, described the search for a balance between habitat and development as the most critical challenge for our generation. Osorio explained that economic growth without a clear roadmap has led to a scattered expansion, where disconnected real estate projects generate excessive costs for the state when trying to provide basic services to peripheral areas. According to the Vice Minister, the current model of centralization in the metropolitan area, combined with limited access to drinking water in distant zones, requires a profound institutional transformation. «To transform our country, we must transform our institutions,» he stated.
