Panama Strengthens International Fiscal Cooperation

The government of Panama is advancing in international fiscal cooperation, establishing working groups with various institutions and reaffirming its commitment to good fiscal governance with the European Union.


The government of Panama announced today in a statement its ongoing strengthening of the international fiscal cooperation system, in response to the update of the list of non-cooperative countries in fiscal matters by the European Union. To this end, they have established inter-institutional working groups involving the Ministry of Economy and Finance, the Ministry of Foreign Affairs, the Superintendency of Banks, the Superintendency of Non-Financial Subjects, and the Public Registry, among others.

In the words of the statement, "Panama maintains constant and constructive communication with the Secretariat of the Code of Conduct Group (COCG)," responsible for assessing the progress of countries on fiscal issues. The National Government reaffirmed its commitment to the COCG regarding the principles of good fiscal governance and committed to requesting a country review from the Global Forum before July 17, 2026, an action that has been recognized by the Council of the European Union in its most recent statement.

Additionally, the Panamanian government has managed a non-reimbursable technical assistance with the World Bank, ongoing, to receive advice on the effective management of this issue. The objective is to continue close collaboration with international organizations, the European Community, and the country in general, with the intention of having Panama's commitment to transparency and international fiscal cooperation recognized, concluded the statement.
