On November 5, 2025, Panama successfully underwent its fourth Universal Periodic Review (UPR) before the United Nations Human Rights Council, during the 50th session of the UPR Working Group held at the Palais des Nations in Geneva, Switzerland.
The session was chaired by the Vice-President of the Human Rights Council, H.E. Paul Empole Efambe, Ambassador of the Democratic Republic of the Congo. Panama's official delegation was headed by H.E. Doris Bill, Vice Minister of Indigenous Affairs, and Ambassador Juan Alberto Castillero Correa, Permanent Representative of Panama to the United Nations and other International Organizations in Geneva.
The delegation was composed of representatives from various national institutions, including the Ministry of Foreign Affairs, the Ministry of Government, the Ministry of Social Development, the Ministry of Education, the Ministry of Health, the Public Ministry, the Judicial Branch, and the Permanent Mission of Panama to the United Nations in Geneva.
During the interactive dialogue, 89 countries participated, offering observations and recommendations on various issues, including gender equality, inclusive education, the protection of indigenous peoples, the rights of migrants, and the fight against violence and discrimination.
The Panamanian delegation reaffirmed the country's commitment to human rights, highlighting the progress made and reiterating its willingness to continue strengthening public policies and institutional mechanisms in line with the recommendations received.
