The Ministry of Public Security (Minseg) assured that the process to modernize the telecommunication systems of the state's security forces was open, competitive, and fully transparent, published in PanamaCompra. Currently, Minseg awaits the performance bond for the final contract signing. The first point clarified was the exceptional procedure for the expansion of the National Police's P-25 System. The Ministry argues that Kadair S.A. is the only certified distributor in Panama for that specific equipment. Minseg affirms that all its actions have been under proper supervision. However, the General Directorate of Public Procurement (DGCP) confirmed the initial decision.
Regarding the public tender for the trunked system, Minseg denied any opacity. The authorization was legalized through a Cabinet Resolution and the contract was endorsed by the Comptroller General on June 18, 2025. DGCP lifted the suspension and endorsed the actions on October 24, 2025. The award was formalized on October 31, 2025.
"It is designed so that different institutions can communicate with each other even if they use equipment from different brands," explains the Ministry of Security. The entity concludes that the investment strengthens the capacity of the forces to combat organized crime and protect the population. The process was temporarily halted due to a claim from the company Skydata. Three proposals were received, and the Verification Committee recommended awarding the contract to Kadair, S.A. (B/.4,539,416.20). According to Minseg, the P-25 System (or Project 25) is a digital radio communication standard used mainly by police, firefighters, ambulances, security entities, and government agencies. This contract, awarded to Kadair, S.A., amounts to B/.4,999,382.40.
