The Ministry of Public Security (Minseg) of Panama has awarded a contract to Kadair, S.A., worth B/.4,999,382.40, to modernize the telecommunication systems for its security agencies. The award was formally finalized on October 31, 2025. Currently, Minseg is awaiting the performance bond for the final contract signing. The entity concludes that this investment strengthens the capability of its agencies to combat organized crime and protect the population. The system is designed to enable different institutions to communicate with each other, even if they use equipment from different brands. The Ministry justified the measure by stating that Kadair, S.A. is the only certified distributor in Panama for this specific equipment. The authorization was legalized through a Cabinet Resolution, and the contract was ratified by the Comptroller General's Office on June 18, 2025. Minseg assured that the procurement process to modernize the security agencies' telecommunication systems was carried out in strict compliance with Public Law 22 on Public Contracts and under the supervision of the corresponding entities. Regarding the public tender for the trunked system, Minseg denied any opacity, assuring it was an open, competitive, and fully transparent process published on PanamaCompra. Three proposals were received, and the Verification Commission recommended awarding the contract to Kadair, S.A. (B/.4,539,416.20). The process was temporarily halted due to a claim from the company Skydata. However, the General Directorate of Public Procurement (DGCP) confirmed the initial decision, lifting the suspension on October 24, 2025.
