Panama has lifted retaliatory measures against Ecuador following the signing of a tax information exchange agreement between the two countries. This agreement aims to strengthen transparency, prevent tax and financial crimes, and promote bilateral investment. As a result of this agreement, the Government of Ecuador removed Panama from its list of tax havens through Resolution No. NAC-DGERCGC25-00000021, issued on August 15, 2025. The decision to completely lift the retaliatory measures against Ecuador was made by the Council of Ministers, which approved the repeal of Cabinet Decree No. 13 of 2012. The decree had established these measures, citing Ecuador's discrimination against the Republic of Panama. The new decision was formalized in the new Cabinet Decree No. 39-25 of December 16, 2025.
