Over 40,000 Unclaimed ID Cards in Panama

Panama's Electoral Tribunal reports that over 40,000 personal ID cards are held in offices nationwide, having been issued but not collected by their owners. The majority of documents were processed in US and Spanish consulates.


According to the report, the majority of documents were processed in the United States, with 262, and in Spain, with 57. Regarding ID card procedures in consulates, during the second half of 2025, the total was 319 documents: 192 for men and 127 for women. Meanwhile, the regions with the fewest documents to be delivered are: the Guna Yala region, with 194; Los Santos, with 411; and Darién, with 751. The institution urges citizens to pick up their ID cards during public service hours. The regions with the highest figures are: Panama East (9,857), Chiriquí (5,847), Panama (Ancón) (3,622); Bocas del Toro (3,527), Panama West (2,586), and San Miguelito (2,478). In North America, a large number of ID cards were issued in New York (68), Miami (60), and Houston (55). The Electoral Tribunal reported that in the various ID card offices across the country, there are 40,297 personal identity cards that have been issued but not collected by their holders. This information was revealed in the Management Report for the second half of 2025.
